1.Take a Class
Signing up for a class is a great way to meet new people. You will automatically have something to talk about with your new friends. Why not take a French class and learn some new language skills as well as make some new friends.
2.Join a Sports League
Joining a sports league is a great way to bond over with people in your new town and burn some calories! Chicago has Chicago Sport & Social Club. Austin has Nakid Social Sports. There are many more. Just do a Google search for Adult Social Sports. I hear its also a great place to meet possible dates.
3.Meetup Group
For those who have never heard of it, meetup.com is a website full of different events in each city/area of the U.S. Based on groups. The groups are usually based on a common interest. For example, Video Game Lovers in Portland. It's a great way to meet people. When I first moved to Chicago, I made all of my friends through meetup.
4.Book Club- Your local library will have a list of local book clubs. You can also find these on meetup.com. Book Clubs are great because they often spark debate and discussion which breaks the ice.
5.Church-
If your religious, church is a great way to meet new people. Some churches even have social groups for different age groups that you can join.
6.Friends of Friends
When you get to your new town call, email, text, or tweet your friends and ask if they know anyone in your town that you might connect with. Your chances of becoming friends are better since they've been vetted by your friends.
7.Get Roommates
Living with roommates is the fastest way to make some new friends. You've also got some people who can show you around!
8.Become a Regular
Go to the same bars, restaurants, hair salons, coffee shops in your neighborhood. Eventually, you will get to the know the other patrons, the hostesses, the baristas, etc, and it will be easy to strike up a conversation with them.
Introduce yourself to your neighbors.
My roommate in college went around to all of the rooms on our floor introducing herself and passing out candy. Needless to say she made some instant friends.
10.Just go to things on your own that you like
Take yourself on a date! Be a tourist in your own city! Go to the restaurants, bars, and events you would go to if you had friends and meet people with similar interests. Love cooking? Take a cooking class. Love Game of Thrones? Go to a GoT viewing party.
